In order to maintain and expand on the Association’s founding philosophies it has undertaken to fully fund and administratively support Canada’s most effective pro-arms lobbyist - Mr. Tony Bernardo and his organization CILA. CILA (Canadian Institute for Legislative Action) was originally formed in 2000 by the Ontario Handgun Association as a lobby organization along the same lines as the ILA in the United States.
As a direct result of the untiring work of the Executive Director, Tony Bernardo, CILA is recognized both nationally and internationally as the political voice of firearms owners in Canada. CILA is the only Canadian pro-firearms organization to address the General Assembly of the UN (not once, but 4 times) and has been fully endorsed by the NRA.
What follows is a selection of the endeavours, initiatives and accomplishments undertaken by CSSA/CILA
Legal/Legislative
Intervener at the Alberta Supreme Court Challenge on the constitutionality of Bill C-68
Intervener at the Supreme Court of Canada on the constitutionality of Bill C-68
Hosted 3 national symposiums of firearms groups which lead to the formation of the Canadian Institute for Legislative Action (CILA), with a full time lobbyist and advocate
Published three books and a number of recognized studies refuting the claims of the anti-gun coalitions and politicians
Initiated a Judicial Review of the provincial government decision not to designate the shooting sports for exemption from the magazine capacity restrictions (Bill C-17)
Made presentations to all the federal Committee hearings on the regulations for Bill C-68, Bill C-15 and 10A
Conducted a Gallup Poll and advertised the results in a Globe and Mail ad
Advertised for the last five years in Ottawa’s Hill Times newspaper (read by all Ottawa MPs and staff)
Conducted a national radio ad campaign against Bill C-17
Funded and provided legal counsel for a 12(6) prohibited handgun appeal in Yellowknife
Initiated and provided legal counsel for a mass appeal for 12(6) prohibited handgun grandfathering for over 120 firearms owners
Initiated and provided legal counsel for an appeal of the refusal to issue the Special Authority to Possess certificates which allows for transport of prohibited rifles to a shooting range (ongoing)
Testified at Toronto Mayor David Miller’s By-Law Hearing
Initiated an OMB appeal of Toronto Mayor Miller’s bylaw outlawing new ranges and firearms businesses in Toronto (ongoing)
Conducted a media campaign against the City of Toronto and Mayor Miller’s anti-handgun rampage, initiated a ‘boycott Toronto’ campaign (

Supported a number of members who had inadvertently run afoul of the law – we had a recent win in regards to a member who was charged with careless use of a firearm from a hunting accident – the case was thrown out and the firearms and license were returned
CSSA has 4 senior organization members (3 Board members and Tony Bernardo) on the 12 member Firearms Advisory Committee – most of the rest are CSSA members
A CSSA Board member has been appointed as a member of the Canadian Government Delegation to the last 2 UN Small Arms and Light Weapons Biennial meetings
CILA addressed the Assembly of the Biennial Meeting of States for the Small Arms and Light Weapons at the United Nations (4 times)
CILA is an Executive Member (since 1999) of the prestigious World Forum on the Future of Sport Shooting Activities (international firearms lobby) which pro-actively monitors and reacts to UN anti-gun activity
CSSA/CILA are fully endorsed by the NRA and NSSF
CILA’s work has been personally endorsed by NRA Executive Vice-President Wayne LaPierre and former Presidents, Charlton Heston, Kayne Robinson and Sandy Froman.
Tony Bernardo (CILA) was awarded the 2008 Global Leadership Award from the U.S. Second Amendment Foundation for his work in the international community and the UN
Conducted an election poster campaign which was approved by the PMO - posters sent to all dealers, retailers, clubs and businesses
Coordinated grassroots activity and CPC support in many swing ridings during the election
CSSA and CILA recognized the severe consequence of the implementation of the UN Firearms Marking Systems program contained in Bill C-10A several years ago and started the lobbying process to stop it
As a direct result of our lobby efforts, including CILA-coordinated conference calls between Ministers and major firearms manufacturers, we proved to the Canadian Government that they were being mislead by their bureaucrats - as a result they delayed implementation by 2 years and a special committee is being struck to study the issue
Conducted a ‘train-the-trainer’ session for grass roots lobbying – facilitated by the NRA Director of the Grass Roots Division, Glen Caroline and we are now offering grass roots political action training to clubs and members
Conducted hundreds of television, radio and print media interviews and debates
CILA as an “expert witness” in court trials on behalf of firearms owners
CSSA/CILA now the media’s “go to” people for pro-firearms owners issues
CILA negotiated the change in US Form 6 terms from “one visit only” to “one year”
CILA negotiated the US Form 6 exemption for Canadians transiting the United States
Represent the Canadian Firearms Industry, both in Canada and abroad
CILA principal liaison between the Canadian and American Firearms Industry
Member of the Firearms Experts Technical Committee
Member of the Canadian Committee on Firearms
Intercepted and prevented several legislative Bills harmful to the interests of Canadian firearms owners
Negotiated with several US states in including Utah and Florida regarding CCW Permits for Canadians
Assisted in the creation of law in Utah to help Canadian CCW applicants
Worked with several Canadian governments on better interpretation of existing laws (ongoing)
Developed and maintained close relations with other international organizations, particularly the National Rifle Association and National Shooting Sports Foundations
Participates in quarterly meeting with Ontario CFO (with OFAH)
Communicates with range operators and assist with disputes involving range inspections

Sport Promotion
CSSA promotes the shooting sports by participating in the Canada Winter Games, the Ontario Winter Games and the Ontario Summer Games,
CSSA publishes the annual “Shooters Guide: to introduce new participants to the sport and includes procedures to obtain a PAL, summary of the shooting disciplines and listing of clubs – distributed free
CSSA provides the following approved courses – Handgun Safety, Range Safety Officers, Range Officials Pistol, Range Official Rifle, PPC Certification, PPC Range Officer, CDP Certification, CDP Safety Officer, Pistol Coaching, Pistol Marksmanship Training, Rifle Coaching, Rifle Marksmanship Training
CSSA conducts provincial, national, international competitions as well as winter postal leagues
We are active in sport promotion at sportsman shows with demonstrations and airgun ranges
We are active in the larger provincial sportsman and gun shows with displays and information material
